Dr. Chamorro has worked in the economic and workforce development field for the last 16 years.  He has led various federal and state workforce funded initiatives at the community college and Workforce Investment Act (now WIOA) levels.  

Dr. Chamorro holds a Doctorate in Educational Leadership, and a Master's and Bachelor's in Business Administration from California State University San Bernardino.  Dr. Chamorro is a recipient of the Presidential Volunteer Service Award for his leadership and commitment to educational issues, as well as numerous awards at the secondary and post-secondary level.  In addition, he has been recognized by workforce and economic development organizations, and Chambers of Commerce.  

A native of Nicaragua, Dr. Chamorro is an active mentor in the Puente program and is passionate about student success and equity issues.

Jim Lancaster

Dr. Jim Lancaster is an alumnus from Cerritos College. After graduating with his AS in Automotive Technology: General Motors Specialization he worked in the automotive service and repair industry as a Master Chevrolet Technician. He found himself back at Cerritos College as an adjunct faculty member and Advanced Transportation Center Project Coordinator. After catching the bug for facilitating student learning he landed at Citrus College where he taught full-time and held several faculty leadership roles, including president of the faculty association.

Jim is currently the Dean of Curriculum, Career/Technical, and Continuing Education at Citrus College. In addition to his AS degree from Cerritos, he holds a Bachelor's degree in Vocational Education from CSULB, a MA in Industrial and Technical Studies from CSULA, and an Ed.D in Educational Leadership: Community College Specialization from CSUF. He recently returned to the classroom to teach part-time in CSUF's Master's of Higher Education program. Considered a curriculum wonk by his peers, Jim's specialty is program and curriculum development anchored in a pragmatic behaviorist methodology.

Lori Sanchez

Director, Centers of Excellence

Ms. Sanchez is the Director for the Los Angeles/Orange County Center of Excellence for Labor Market Research (COE) hosted at Mt. San Antonio College.  Ms. Sanchez provides technical assistance in the form of labor market data and research, education program gap analysis, employer surveys, and more to community colleges in Los Angeles and Orange counties.  She brings to the region, nearly five years of experience with the Centers of Excellence and is excited to build strong and meaningful partnerships with the region's key talent, consortium, faculty, staff, and others.

Ms. Sanchez holds a Bachelor's degree in Economics from the University of California, Riverside and is currently pursuing her doctorate degree in Economics at Claremont Graduate University.  Ms. Sanchez possesses skills in applied labor market research, statistical analysis, project management, and report writing.

Janeth Manjarrez

Janeth has been working with K-12, colleges and university level for the past twelve years; most recently as the CTE Enhancement Fund (EF) Director for the Rancho Santiago Community College District. She firmly believes that all twenty-four CTE collaborative projects for the 40% CTE EF regional share will meet and exceed workforce development expectations in preparing our next generation in becoming productive adults in society. Her prior experience as a Program Director for a Workforce Innovation and Opportunity Act (WIOA) project funded by the Orange County Workforce Investment Board (OC WIB) through Vital Link, a nonprofit organization, enhanced her ability to meet grant compliance, outcomes, deadlines and data reporting.  As a previous counselor for education-industry and former recruiter at the university level; she relied heavily on her public speaking, communication, and organizational skills. She also developed strong relationships with a wide range of businesses to support project success.

Her diverse skills set, work ethic coupled with her targeted work experience give her a unique understanding of serving the community colleges in Los Angeles and Orange County. As a first generation graduate, she knows the importance of education and career readiness. She is an effective advocate for Career Technical Education and a leader in providing resources to those who do not have direct access to them.
